Huh? It's a chase-down/catching ult/defensive evasion tool/finisher much like many other assassins' are. Its most comparable ults are Akali R2 (lunge) and Talon (pseudo-invisibility/invincibility)

Max HP true damage is different from normal true damage. I don't think many people have an issue with the latter and also Rek's E true damage is very slight compared to other major sources like Fiora or Vayne or whatever.

I don't think they'll ever go back to that old iteration but it's nice of them to bring back the true damage on E, yeah. I do doubt that they'd ever go back on Skarner though because his new look and feel feels completely at odds with what his old kit was and I doubt they'd also go back on the amount of work and years it took them to do the visuals for the rework.
At this point I'm just hoping Shyvana's rework doesn't fall under the same umbrella.
