slightly better super early lane phase because tentacles will always hit the ghost twice instead of only after level 7 (this only really matters levels 3-4)
also if you max Q first the extra 5% should let you clear casters in one W at level 9 without tiamat again

much worse late game, vessels only spawn one tentacle max and they'll only slam at vessels once before you have to pull a new ghost out. major hits to her sieging and teamfighting

just backing off and eating the debuff means her E basically didn't do anything, it's too short for Illaoi to capitalize on if she's not already in your face. also means she can't put extensive pressure on you under tower by using vessel's auto slams and her W to make you play DDR.

Rek'Sai's rework is being partially reverted. Her E true damage is being returned to her and she's being given a QoL change with her W refreshing on R cast though it's at the cost of a lot of R damage and some armor. How do we feel about this?
I like that she's getting her E true damage back though I don't understand why they'd scale back the damage on her ult. while doing that. She's now in an even MORE awkward spot than she was before when it comes to randomly being half-assassin half-bruiser and Riot not knowing what they want her to be.

I feel like historically the older balance teams would just shoot for straight up nerfs or buffs of strong/weak champions but Phreak's team instead almost always opts for "shifting the power elsewhere" - if they nerf something, they'll buff something else. If they buff something, they'll likely nerf something else. lol, don't be disingenuous. I'm not saying he's particularly weak but I don't think he's ever been truly strong either. He's a burst bruiser who's very weak to being poked out and can be easily played around with if you just manage his W which actually has a pretty massive cooldown. Pair this with just how many top laners with executes there are (Garen R and Cho R instantly kill Kled if he dismounts for instance, Darius R is another big threat as well, Urgot, etcetra) and he might even go from being average to being bad just because of how rough the landscape is for him. He's versatile and can engage/disengage at will for the most part but he doesn't really have any wallhops (dismounted Q wallhop is rough and unreliable) or sustain to compensate for this.
All in all, be honest, he's ALWAYS been rough and this rework is just making him rougher. It was a mistake and should be completely reverted as well imo. He was already bad as was and them trying to make his dismounted form its own thing, which imo is the point of this rework, was a bad direction to take him in and is just gonna lead to him being in the patch notes very regularly in the future unless they just revert it and leave him be.
