Yes, but it's highly unadvisable. At least taking land in all of those 25 wars is, because doing so will surely get all nearby countries banding together to stop your warmongering.
All that is a very poetic shorthand, because Paradox games, but especially EU4 suck at modelling real world conditions. The only one of their games that even begins to try is Victoria 2.
