you absolutely have to run it through MO2
you install it wherever you wish, but it is prudent to have a folder for these kinds of utilities where you put things like Dyndolod, xEdit, Nifskope, LOOT, etc
Dyndolod Resources are installed with MO2 like any other mod
so is stuff like Dyndolod DLL and xLODgen resources for Tamriel and stuff
