That makes sense. After the success of Cathay it's pretty clear that new armies are what get people interested in the game. Both new players and people who do play TOW but it's not their main game got energized by Cathay.
At the same time, for the long term health of the game they need to give plenty of time to the existing armies, fill holes in their ranges and add new stuff that makes people want to start that army instead of just dusting off their old ones.
Bringing in legacy armies would be nice but the existing rules are good enough for people to dust off their old armies. It makes sense to wait to bring them back properly until the game is in a more stable place and all the existing armies have most of what they need.
