This was posted in 2017 so take that for what is it (the guy was a BSG community manager during the 2016-2020 period).
I'm sure about this because this is only what I've heard from some indie devs but Valve does allow generating "free" keys for the publisher, so if this is true it all depends on whether BSG wants to go through with this or "force" people to double dip if they want their Steam copy.
