Because it's a card that aims to not lose instead of trying to win. It's a relatively weak wall that's easily smashed through so at best you're stalling a turn and not getting much done. Luminous is at its best with Amelia's barriers backing it up which is still easy to just rip through. It's just something that's still admittedly annoying and will win the game if you don't have answers on hand.
