There's no way the government will give Ofcom any additional money to fund the enforcement of these laws. So it'll be like the TV licence; sure, you can get arrested if you watch TV without paying, but that literally never happens because enforcing the laws is a waste of money. They're just passing these laws so they can have an excuse to ban any website in future that steps out of line.
