The Grimmest Darkest schizo retard theory I've devised is that the Terminus Decree isn't a Termination order against the Emperor. It's a "break glass incase of emergency" last ditch effort if the Emperor dies on the Golden Throne to induce a second coming of the Emperor via the "Shaman method" that was allegedly used to birth the Emperor.

Basically instead of a bunch of early human Shamans ritualistically sacrificing themselves it would be a1000 of the Emperor's geneseed bred, psychically attuned Grey Knights fusing together at the moment of death to immediately birth a replacement to occupy the Golden Throne.

The Terminus Decree is a last ditch effort to "reman" the Golden Throne were the current Emperor's form to falter.
