They're a brand new group of factions to TW:W3. Khorne, Slaanesh, Nurgle, and Tzeentch all being their own factions. Not to mention updates to Warriors of Chaos and modernization of Norsca, a race that desperately needs it. It only makes sense to have at least one faction of Chaos in each DLC.
