Didn’t wanna spoil the quest in case you haven’t played it but this is the guy and I think you need a couple days after the quest for him to spawn, he’ll either be at the front of semine where you can knock him out during the day or he’ll be in the little castle that you can only trespass in, but in semine there’s an area where the guards sleep at night and you can take it from his chest which would be easiest, but I did it in the day so I’m not sure.
Other way to get decent armour at the start is doing the lions quest “dlc” which is a long fetch quest for unique armour but it takes the piss but you get some money out of it
