I'm not saying it's personal, I'm just saying it has malice. They are pretty different things, it's not like the arm is fighting Reimu out of spite, it just wants to kill her for the sake of killing (and because she's an oni). I'm kind of curious now what the original Japanese says about the arm's sealing because maybe Malice was just a poor choice of words for the translation?
>Kasen definitely didn't give the arm full reign to succeed with the sealing. Hell, it seems more like she'd given up entirely after the trick was revealed, and although we don't see the rest of the battle, nothing afterwards indicates that Kasen ever fought back for control.
There's no indication that she's really "fighting" for control with the arm either though. She fuses with the arm, makes it clear she has betrayed it and tells Reimu about onikirimaru. Then after Reimu's done realizing that she has it, she dips and the arm takes over. It's now cornered and basically left to fight a reinvigorated Reimu. The whole point is to reseal the arm so Kasen could obtain it for her training as a hermit IMO, even if the arm could just overrule Kasen (if only until they've both melded completely), she has already basically outplayed it and has no reason to fight it for control since the chance of Reimu sealing it would be higher if it was aggressive. I don't think the arm even knew about the spellcard rules (until it fused with Kasen anyway) so it would be taking things more seriously. I guess this is where her title as a treacherous Oni comes in because she betrayed herself.

Suika is not really ethical for what she did, but I would not call her as malicious as something that's basically a murderhobo. The whole plotline around Mizuchi's death was basically the youkai as a whole getting fed up with her and Suika just couldn't cover for her anymore. As far as the manga goes, it was pretty much that she couldn't protect her from the consequences anymore, or something along those lines.
