Of course, not everyone is juse using that as a remedy. I think really this just gets at fundamental problems with the game's design rather than an issue of modding itself, no? If the reality of the game as dictated by rockstar isn't inherently good for the sake of it being dictated by rockstart, then it's possible that moving outside of what is dictated by rockstar (modding), creates a mirror through which you can see the problems of the games design.
The one thing that's good about the intended design is it creates form, so even if it's bad, you could argue that unfettered limitless modding would lack that and thus just make it dumb (as you've implied) and I'd agree with that, but how do you solve this? Again, it comes back to the game's design.

I totally agree, but that just comes down to fundamental problems of cheating. As I said I see the money thing as a game problem rather than a cheating problem. That's the framework through which I understand it, and part of why I'm indifferent to it is, if someone is just giving themselves lee way with it, I don't really have a basis on which to personally take issue, because the one who's standards I'm appealing to are those who I too take issue with, that being rockstar. I think you could also make the argument that the degree to which rockstar takes their game seriously as far as producing engaging content goes would justify equal measure of money cheating, which is to dignify the content as much as rockstar did themselves, but I-
