I only recall the leak saying the Founders were trying to compile an "astral record" by retrieving fragments of the Book of Prophecies from the Astral Plane because pieces were missing. Freya also says it's a place swirling with memories and emotions. Last time they used the term mental was when describing Darkness in Union Cross I think but it was interchangeable with psychic in fan translations iirc. That connection is interesting though considering the keyblade wielders of Scala believe the Heartless originate from the Astral Plane and not the Realm of Darkness. Maybe True Darkness being mental beings means a connection between them and the Astral Plane? They did create the Heartless so maybe one resides there.
