While it's not *that* hot, as >>2794855 mentions but I did see that Tokyo is 1-3 degrees hotter than Manila Philippines where I am right now.

Not only is it hotter in Tokyo, but Japanese don't have the "private car w/AC point to point" culture that we do. Japanese will be packing into a cuck train @ 33 degrees C and then get rained on in the last 600 meters home.
