The way events work in Blue Archive, in general, is like this.
>the event happens the first time, with the accompanying banners
>about a year+ later, they rerun once, usually for half of the time, along with the banners

There is a calendar button on the main screen that lets you see all the older events and some other immortalized things you can do. A lot of them come with freebie characters just for reading the stories.
Blue Archive has very little FOMO. Limited units rerun eventually, events become permanent. The only things you can possibly miss out forever on are the collab characters, which so far have only been Hatsune Miku and the Railgun anime girls.
