The way events work in Blue Archive, in general, is like this.

You can also got with a Bonze rating, just means that the efficiency is worse, but it's also a good bit cheaper. These things are usually meant to survive for 10+ years depending on the brand (non chink shit), so the price is more than fair.

you can reroll the tutorial banner 10 times but you can only get students from the game's launch.
Then you get around 40 pulls from pyro/ticket rewards in your mailbox and you can either save them for the upcoming bluefes or try to get a good student.
To reroll you go to options->account->reset account.

More or less an afterthought. Devs have said they don't want to focus on it yet ever so often they release a student with a completely broken kit where if you don't have them you will suffer if you even remotely care to have a good rank. NY Haruna, Marina, S.Hanako and Kuroko are the gayest shit to ever have entered PvP and only just now, ~3 years later have Marina and NY Haruna fallen out of favor only because Kuroko basically invalidates both, superior invulnerability over Marina and NY Haruna can't do shit against Kuroko.
There's something to be said about how useless DEF tanks were vs. evasion tanks but they started putting evasion penalty debuffs that are generally hard to avoid now so DEF tanks have become better simply out of necessity.

This was a great QoL update. Next on the chopping block:
