The deal is they stop enrichment and they don't get bombed by israel. If they wanted sanctions lifted they could make other concessions, but thats the thing. Iran is a theocracy and they can't actually change or make concessions without weakening the control over their population. The entire purpose of Iran from the mullah's perspective is to exploit the people of Iran so making any concessions is out of the picture. The only thing they have left is to threaten people and them demand things.
