It's certainly more intellectual than 99% of video games by a country mile, but I wouldn't consider it the most intellectual game. Mahjong is truly representative of an intellectual game because it requires accounting for skill, strategy, and luck - chess meanwhile comes down to recognizing the pattern your opponent is operating on and countering with your own pattern to victory. It's why machines have surpassed humans at chess - they can process and recognize patterns far faster than humans can.

Mahjong requires players to use their intellect to account for variables outside of their control. It leans on far more than just learning patterns.
