She dodge-cancels unlike other pistol players (except Carlotta who is different because her pistol is a rifle).
For example with Chixia I cannot counter, just dash-dodge. But Ciaccona? Yes when the circle opens up before the enemy's attack, you can counter it and it works.
So yeah, skill issue.
