No, but some things can be inferred from the show and Crystal Empire's existence. At the absolute minimum, crystal ponies are able to fuse crystals together into solid masses, otherwise they couldn't get things like the huge royal palace/spire in the middle of the city, as well as those continuous crystal roads, or even the houses they live in..
Potentially, they can grow them (it'd be quite a lot of work to mine out that much crystal, and we've seen Cadance magic up crystals in the show).
My guess would be that crystal craftsponies/builders are able to use their magic to briefly manipulate a crystal like clay, where it hardens again once they stop their magic.
They also have that Crystal Heart binding ceremony thing (The Crystalling), so it's also not a huge leap of logic to assume that every foal, when they reach the right years, gets taught how to channel their magic into the Heart via those crystal roads, like when we see all the crystal ponies collectively do and blow up Sombra.
It's hard to say whether it'd be a law or not, but it's definitely a massive cultural expectation to tithe some of your magic every day to the Heart to keep it, and therefore the shield, running.
Hard to say what an elite, powerful wizard-tier crystal pony could do, though. Slam a hoof into the ground and have massive crystal spikes explode around them? Supercharge crystals and toss them like bombs? Craft amazingly powerful enchantments?
