I own an 11 acre tract of land in southern Arkansas and wish to develop it with an off-grid homesite. how do I go about cheaply and legally dealing with waste, water, and power. ( EX: Composting toilet, DIY well ext... ). I also plant to move in a "tiny home" basically a 14 x 40 rebuilt cabin for $15,000. My local county says I don't need a permit but I don't believe that.

I am currently living out of my RV with a PO working a local plant so I got a bit to work with.
