Because, yeah. Hulk sort of immediately turns Godzilla into a red paste with a flick of his pinky, but that doesn't actually matter in any meaningful way if he can't target IT, and by extension stop Godzilla from just coming back to blast him with a reality breaking, universe spawning atomic breath.
