I'd say its the best modern beat 'em up simply by virtue of being less bad than the rest. This isn't the same as saying its particularly good.

>Enemies all spam 1 attack and barely move (the new game from the same devs has this exact same issue btw)
>The super system is vastly inferior to the old SoR system, allowing you to just mindlessly spam whatever you want as much as you want, provided you simply do a few basic hits on the last enemy before you let their corprse fall to the ground, making it completely trivial to infinite combo all basic enemies to death
>its also not particularly hard to do this to boss fights, which you may want to, since they just walk around with near permanent hyper-armor
