Pretty much what this anon said. While it's not the only reason, it's a huge part of while the job search is so shitty and convoluted. HR departments in America have outsourced filling open positions to head hunters who effectively act as gatekeepers to the job market. That's when they aren't outsourcing jobs, importing H1B workers, or employing workers as "independent contractors."
