Not quite. "Inuit" (in modern PC terminology) includes a wide group of indigenous peoples of Arctic and Subarctic regions of both Asia and N. America. The Water Tribes of Avatar are based on the Siberian Eskimo (in the meaning of both Inuit and Yupik) indigenous groups. Any perceived relation to NA Inuit (or Aleut) culture is either because it's already shared with Siberian groups or purely coincidental.

RC is based on the idea of an Industrial Age city. Any similarities with Western cities in the Modern Age is reference use only for production purposes hence why they dressed it up with Asian motifs. Definitely not because Vancouver/NYC exist in the Avatar-verse.
