Yes actually. Beyond the RPG tropes, all of the enemies we face are mindless Ghosts and Ghouls, or manic workers who throw hands at you first. Then, when getting to the leaders, they're often antagonistic, stubborn, and ignorant to the needs and woes of their citizens. If all Batter did was upend some corrupt leaders his goals might be agreeable.
It's when the world, seemingly working like clockwork and thriving with society, gets wipes entirely from you ending the life of one guy. When it turns pristine white, and even more hostile than before. The fact that life doesn't even end, but becomes more violent when there were people before who were happy, who strived for success, who The Batter let live before assumedly because we thought he cared about the wellbeing of the world. Also untrue. All we know for sure is that Enoch uses it to placate his workers, and are fed propaganda to pacify everyone while he does nothing to stop the growing Ghost infestation. He is meant to be the most unforgivable Guardian to slay for this very reason.
