One counterpoint I will make to my post is that certain styles of games which actually take full advantage of the fact that they are interactive games are the exception to this rule. Take something like the 風雨来記 series or 北へ, both of which are, at their core, tourism slop where you jump from landmark to landmark because Japan wants to fool otakus into traveling to 北海道 and 沖縄 so those shitholes stay relevant. These work exceptionally well as VNs (I guess more accurately ADV but let's not get too detailed) because rather than simply being told "I traveled to x location and did y thing", you are making the choices to go to x location and see y thing, seeking out the content as it pleases you rather than being dragged along for the ride.
