Did you play the special cup again since getting the 10 P switches and 10 peach coins? You're supposed to get a cutscene for Mirror mode after you complete that again, placement doesn't matter. I also got it by getting 40 P switches, not sure if that's true but that's what people thought at the time I unlocked it.
