If their goal was to cut plastic then why was the design not changed for Japanese and PAL carts?

Why didn't they remove even more plastic from the area below the label?

Why did they have that deeper groove in the middle?

Why would they make the new area a slant, which costs more to machine than a solid gap and more plastic to fill, if the purpose was not to bypass the lock by designing it so the locking tab would just slide off the cart even if it was engaged?
