It's a miracle that SH4 is as good as it is with the time, budget, people, and task it was given. You can tell how rushed it is with the second half of the game being just the first half again, the majority of the story being put into the official website instead of in the game, 8 ghosts being missing, the game having only ONE boss fight, all promo character renders/models being unfished (pic rel), and a lot of unfished content found by fans in-game files like the UFO ending, unfished hauntings, and cutscenes regarding Eileen among other things. Still not as bad as SH3 where according to Ito a big chunk of time and resources were wasted on making the game a fucking arcade-style rail shooter because those were popular in Tokyo in the 2000s. Not to mention the story of SH3 changing like 3 times because of the original writer leaving Konami, Konami forcing Team Silent to change the (originally) stand-alone story into a SH1 sequel, and getting rid of Owaku's original plan of the game telling the darkest story in the series
