Because the technology to make battle armor was already all there. If you can make battlemechs you have most of what you need to make battle armor.
It would have been more interesting if battle armor had a similar age of war proliferation and arms race like battlemechs did, the succession wars would have also been spiced up a little with battle armor fighting in them.
I would also not say a single pal model that was only used by SLDF special forces and was in short supply even then was "standardized".
The elemental thing is also complete nonsense when the IS can make their own suits usable by normal humans in two years, elemental BA had been around for almost 200 years by that point, the clans were just lazy. Then there's battle armor you don't wear like a suit, you shouldn't need superhuman strength either way to use battle armor that is piloted instead of worn.
