Because you don't have a sense of community. If you did, you would innately understand the need to protect others from this kind of predation. Not only because it affects children and the mentally ill, but normal healthy people who don't have the time to research everything they buy.
In an actual community, you want to protect that community, even if they're 'dumber' than you, because you know they'll have your back in return. The reason you feel differently is because you lack a sense of community. You've been taught that 'intelligence' means dodging the boot so that you can be the best crab in the bucket. If you see someone get scammed, your reaction is "he deserves it, should have been as smart as me" when the truth is you only avoided being the victim by dumb luck.
The idea of punishing the guilty rather than the stupid and unlucky doesn't cross your mind because you've been taught by the guilty that they are beyond punishment. You call this intelligence, but at the end of the day your life will be substantially worse than it would be if you were a part of a community that looked out for each other.
Your way inevitably leads to what China is now. Everyone dragging each other down, ignoring their fellow man when he needs help. And instead of evolving into a nation of smart and savvy consumers on equal terms with corporations, they're little better than slaves. Because the corporations have more energy than you. They have legions of men smarter than you constantly working to find new ways to screw you. If you evade them today, they will fuck you tomorrow. Playing the edgy lone wolf doesn't end well. Look out for your fellow man, and build a better society.
