Immigrants were all they had, and these immigrants were not loyal to Rome at all and saw it as a job opportunity. These immigrant soldiers had stronger ties to their ethnicities and groups than to Rome, and began using Rome to advance the interests of their own people. Per example, the ROMAN senate naming Avitus the new emperor because Avitus was liked by the goths who had illegally settled in southern France.
At the same time that ever less people wanted to fight for Rome, it needed people willing to fight for it the most because they were suffering an onslaught of barbarian invasions after 406 AD all across the european borders.
Ultimately, Rome had become so awful to its own citizens, the citizens were so cynical of it, and the elites were so indifferent to how their nation had been perverted by the immigrants and were unwilling to bend the knee even as the nation was being constantly invaded.
This is the first and primary reason why Rome fell. NO ONE who thought it was worth protecting had power, and those who had power didn't think it was worth protecting.

The two things that could trigger massive insurrection in America are deportations (as they are doing) and a draft.
The government would rather create robots than try pulling this stunt. Americans are not fighting for their country, they don't believe their country is worth any sacrifice, nor that any conflict will benefit them personally.
This is a dire sign.
