They would, storage space is easy now becuase HDD are cheap, but these work stations would have only tens of GB of HDD storage. The assets (CGI, textures, backgrounds, music, etc) would be the biggest and would take many HDD per game to store. Then pile that up for hundreds of games.

The in-game CGIs are heavily compressed, but these files would be many GB in size. The associated 3D files would be big too.

So Square would ask: rent out storage space for useless junk or not? It had no value to them. There's also this lack of futureproofing mindset, where if you want to play Final Fantasy 6 or 7, you'd get a SFC or a PS1, regardless of the time period. Games were still new, so someone playing DQ on a Famicom in 1997 wasn't that strange.
