>Rattata
Early glass cannon like in any other game where you can catch it early on. Hyper Fang at lv16 is a nuke and evolution at 20 gives a decent boost, but that's when it peaks. Might need to replace later, augment with a TM, or convert to HM slave.
>Pidgey
Fucking trash if we're being honest. Stats are middling at all times especially when you consider how late Pidgeotto evolves. Fly HM gives a slight relevance boost in battle and utility, but any other bird is better.
>Sentret
Strange in the earlygame as Sentret is really slow, but Furret is decent enough and a fantastic HM slave as well as an early Headbutt spammer.
>Hoothoot
Honestly in the running for being worse than Pidgey, but at least it evolves into the final stage at 20. Stat spread favors special attacks and support, which is not necessarily what you look for in a generic Flying mon, but it can work.
>Spearow
Now we're talking, Peck is just good early on and the stats wipe the floor with Pidgey. Another lv20 evolution makes for a good Johto mon.
>Geodude
You know him, you love him, he throws rocks, he does dollar store EQs with Magnitude. You can't go wrong adding this guy to your Johto team which explains his popularity. Even if he never becomes a Golem, he's dang good.
>Caterpie, Weedle, Spinarak
You know them, you might love them, you might have never used them in a Johto game before? Who knows. Butterfree does Butterfree things, and there's always value in ~90% acc status powders. Beedrill's Twineedle hasn't really been the same in terms of singleplayer performance ever since Bug lost out on the super-effective matchup against Poison after gen 1. Spinarak is in desperate need of moves with stronger base power than those it learns naturally, and Ariados' stats aren't amazing, but it's not the worst thing you can train if you dedicate some TMs to it.
