There was growing weabooism, but anime fandom was only for outcast adults in trenchcoats and most of it was rooted around martial arts romanticizaion via ninja movies, The Karate Kid, etc, martial arts was more popular than anime as a positive "Japanese thing"

Anime aesthetics were just seen as cheaply animated to the Western eye, used to fluid animation like Disney.
