Hand disruption can be balanced if it's designed to take away an option from the opponent but without creating a huge advantage or punishing a player for having cards in hand
I've been playing rakdos demons and found Sire of Insanity is a well balanced cards.

Yugioh has dark world dealings which makes both players discard and then draw one
You took away a resource of your opponent and went -1 unless you discarded something you want in the GY, same goes for the opponent
But let's not talk about deck disruption like

>Etalis
>Siphon insight
that not only take away your opponents resources before they can draw them, but you can use those cards against them without any real restriction and how that's even more cancerous than any discard card.
Such effects would be balanced if it required the caster to pay the actual mana costs and how exiled cards would go back to the bottom of the library if not casted or the grave if casted..
Let's not talk about how piss easy it is to abuse mill in this game and unless you're running specific stuff to counter milling decks or run aggro, you can pretty much just scoop on t1.
In the end, a 1drop discard spell should never give you the choice or information about your opp's hand
On the other hand, some decks barely run oout gas so in the current game hand disruption isn't a huge problem but it also doesn't get any better because wotc refuses to use their brain a numtg players just want to jerk off with card.
