Of course they do. They are also trained in relevant first aid. Like I said, PROFESSIONAL police, unlike American mall cops know what they're doing. Shooting someone in the leg is a less lethal option to stopping them, as compared to magdumping center mass, where any actual incapacitation is either lethal or paralyzing. With a shot to the leg, you can stop someone from running away and they still have a relatively high chance of living a full life after.

All of these have very limited range and reliability. A gunshot is far more reliable in incapacitating a suspect.
