I think you are being too strong on this, I think some of the sci fi elements between them, like the industrial designs of the combine, the weirdness of some of the aliens creatures, some of the more Sci-Fi weapons like Alyx's gun sort of does bear light ressemblance to stuff in Nihei's work.Its definitely just convergent evolution though, of both Valve and Nihei drawing from the same, general well of 90s Sci-Fi, I don't think HL2 was at all influenced by Blame, which was released from 1997-2003, but there are a lot of stuff which seems to come from both Nihei and Valve's writers and designers having a similar view and appreciation towards sci fi
