find similarly minded anons in your area, run your own internet over UHF radio. something like usenet would probably work even over long range HF connections, across oceans. else some anon has to bite the bullet and put some cubesat up for us.
Either way, the only method for overcoming a completely restricted internet is to ditch it and run something else. Overlay networks like TOR and Freenet/Hyphanet are good in this regard, but everything going over wires that we don't own is at risk
