I played it just a bit on the beginning before dropping it, but I do believe that is the gatcha's way of operation; they just make the game world a frame for the character pulling, make their millions, THEN improve if they want.
Gatcha's curse is that even shitty games rakes in millions with anime tits , asses and feet so I do believe that we will never see a good gameworld, even in the "grandeur" of Genshin we saw that (see Inazuma)
