Valve does play the game, but they do not have as much time as we do. Just like Dota they trust the council of a group of players for balance decisions. Deadlock's problem is that this group of players has been highjacked by complete idiots, who have no clue what they are talking about, ignore the concerns of literal top players, and are clearly biased about certain heroes.
