Correct. He's more of a tragic figure than anything: a weird science experiment gone wrong, and his a mind broken loser lashing out. Though he does kill the Shinra President and Aerith, tricks Cloud into giving him the black Materia, and summons meteor, so he at least accomplishes something. His plan goes smoothly until the 11th hour.

It's mostly just how he's presented:
>first look up close he's got huge stats and one-shots a dragon
>he's heavily featured in several CGI scenes
>he has that cool scene in the flames
>He's the final boss as some weird angel thing while cool music plays
>presentation says: Coolest guy ever
>Story says: pathetic loser
