I don't know the details, but if i have to guess, much like with a lot of other food restriction, it might have originated from hygiene conditions. Horse meat if not treated can be a very good conduct of tetanus for example, so maybe during the colonial times the cases were too common and in order to put a stop to that they just imposed a veto on consuming the meat to begin with.
Then again, it's 'murica. For all we know it's a stupid law passed on by retarded politicians that were too sensitive towards horses or something.
