Lance, Steven, and Cynthia are the exemplary Champions. They have every part listed in >>57788739 and designed with the Champion role in mind.
Blue is also a good Champion, but is seen more as a Rival. His team in Gen 1 certainly suffers from the game's jank.
I do consider Wallace one as well, even if him becoming one in Emerald feels out of left field. They at least gave him some role in the narrative with Emerald's changes. Probably the most underrated Champion in my eyes.
