Sand doesn't boost Rock types' SpD by 50% until Gen 4, so Tyranitar is very vulnerable on the Special side. That gives every team style an out vs Tyranitar whether it's Dugtrio, Metagross, Swampert, Suicune, Zapdos, or even Regice. And yes, Regice is very much viable in Gen 3.
