A lot of the legwork around loot rarity is handwaved with the mass evacuations: hundreds/thousands of people jammed the highways out of the zone with packed or stolen supplies, attempting to evacuate ahead of the sickness and subsequently getting killed in their cars by the military bombing them in gridlock. Their vehicles and most valuable stuff got ruined. Once they realize what's happening, people run off into the woods for cover and quickly get infected.

On some level there's also an abstraction of other people looting until they're actually present in-game to do so, so you could look at a hardware store bereft of any nails and reasonably figure someone else already got to it (the same way mysterious gunshots signal that other people are still out there doing things). I do agree that vanilla loot settings are bullshit, I use 1.0 with 1.5 for stuff you'd see a ton of like basic media, utensils, mementos and non-bag clothing.

The truck spill happened on July 3rd, then there was an immediate reported spike in dog attacks. I don't think it was ever definitively tied to Spiffo's other than in-setting speculation by people framed as paranoid or ignorant. A janitor for the Rosewood test facility (or a similar one) calls in to the same show and mentions animal testing, then gets laughed off as a timewaster in what I believe is an intentionally ironic and macabre parallel.

The interspecies transmission and airborne's slower incubation period than direct infection is the biggest factor in its spread, the guy who owns Twiggy's bar calls in while the zone is supposedly being held and mentions his dog was sick and subsequently euthanized. I don't think it was ever contained, innumerable animals had surely already gone out of the zone by the time the quarantine went up and it shows up in other countries days later. They could've nuked the entire state two or three days in and they still would have had those worldwide cases... or maybe a ROTLD situation.
