i got it a little mixed up: ch1 was the last ut/dr release developed by toby and temmie, and by september 2020 toby had hired a few more full-time devs + put out a job ad in that one ch2 status report. he still brought on more people for ch3+4 though, and he didn't even hire robert sephazon as their producer until late 2023, so i have no idea what the fuck's going on over there. i have a feeling toby isn't necessarily the best project manager though
