Yes, but it is very difficult ground to tread, trying not to offend the aesthetic sensibilities of the sexes. There are also limitations on what one can do, while when fully pandering to one of the sexes allows more freedom in that direction. e.g. an otomege about some timid girl being turned into the personal slave of handsome and abusive princes (who are surprisingly okay with sharing her), might not be too appealing to male audiences, while female audiences might not be too keen on a generic school setting story about a bland and timid guy being pursued by multiple colourful girls who want to be his girlfriend.
I also think the VNs which appeal to both sexes usually have something beyond the romantic/sexual aspect that makes them generally appealing, which is also much harder to do since one cannot rely as heavily on already established tropes and archetypes.
I think either has its place though; sometimes it's okay to pander. There is a place for both Diabolik Lovers and Amagami.
